The bill passed by a 220-215 margin after fractious debate and garnered the unexpected backing of only one Republican, Rep. Anh "Joseph" Cao of Louisiana. Thirty-nine Democrats voted against the measure. The narrow passage in the House, where the Democrats have a large majority, underscores how controversial the measure has become.
